Origin

4S India originated in the early 2000s from a deep commitment to work with the poorest and most marginalised communities in rural Bihar, particularly women living in remote and conflict-affected areas with limited access to livelihoods, information, and entitlements. Inspired by Gandhian principles of self-reliance and solidarity, and supported by ASSEFA volunteers and BASIX, the organisation began by mobilising women through informal savings, livelihood support, and collective action. These early engagements revealed the transformative potential of organised women’s groups, laying the foundation for a community-led, institution-building approach that continues to define 4S India’s mission and identity.

Evolution

2002: The Idea Takes Root- Guided by Gandhian values of self-reliance and solidarity, and supported by ASSEFA volunteers and BASIX, early efforts began to mobilise the poorest and most marginalised families—especially women—in some of the most remote and conflict-affected regions of Bihar.

2003: Formal Establishment– 4S India was formally registered under the Societies Registration Act, 1860. The organisation committed itself to a women-centred, community-led approach to development, with Bihar as its core geography.

2003–2005: Building Women’s Collectives– Formation of Self-Help Groups (SHGs) began, creating safe spaces for rural women to save, learn, and lead collectively. These early groups laid the foundation for women’s federations and grassroots institutional development.

2006–2017: Scaling Women- Led Institutions and Livelihoods– The SHG Federation model was institutionalised and adopted by the Women’s Development Corporation (WDC), Government of Bihar, and 66 block-level women-led federations were established across 25 districts of Bihar with nearly 7 lakh women were mobilised and organised. Livelihood initiatives expanded into agriculture, livestock, micro-enterprises, and entitlement facilitation. Geographic outreach extended to Odisha, with a strong focus on livelihood development and institution-building

2018: Rebirth and Institutional Renewal- 4S India entered a new phase marked by renewed leadership, a restructured and professional Governing Board, strengthened systems and policies, and diversified thematic focus. Operations expanded into Jharkhand and West Bengal, integrating livelihoods, health, nutrition, financial inclusion, and ecosystem-based adaptation.

2019–2020: COVID-19 and Humanitarian Response- 4S India played a critical role in community relief and recovery during the COVID-19 pandemic and Cyclone Amphan, delivering emergency support, food security, and social protection to vulnerable households.

2021–2025: Phase of Accelerated Growth- The organisation consolidated its revival with rapid programmatic and financial growth; Expanded operations to Uttar Pradesh, Odisha, and Chhattisgarh; Reached over 2 lakh people, primarily women and vulnerable communities; Strengthened partnerships with government, national and international donors, UN agencies, and academic institutions; Emerged as a professionally managed, community-rooted organisation with multi-state presence
